Request for Expressions of Interest for Consultancy on  Training the Academic Staff on Outcome Based Education and Learner Centered Teaching and Assessment

The Government of Sri Lanka has received financing from the World Bank toward the cost of the Accelerating Higher Education Expansion and Development (AHEAD) Operation and intends to apply part of the proceeds for consultant services.

The AHEAD Operation of University of Sri Jayewardenepura, requests Expression of Interest from interested parties for the above consultancy, under the ELTA/ELSE Faculty Grant (Faculty of Management Studies and Commerce).

 

  1. BACKGROUND

 Accelerating Higher Education Expansion and Development (AHEAD) focuses on expanding, diversifying, and developing the higher education sector in Sri Lanka to drive economic growth through knowledge-based industrial and service sector activity and on producing graduates of global quality. The AHEAD program will have three results areas and among those the Enriching Learning, Teaching, Assessment, and English Language Skills Enhancement (ELTA-ELSE)DP aim at improving the quality of higher education and has two main components: (a) academic and socio-emotional skills development and (b) enhancement of English language skills.

Training of the FMSC academic staff on Outcome Based Education and Learner Centered Teaching and Assessment is considered crucial task under this project since the FMSC is in the process of revising the curricula of its study programs. Currently, the Faculty adopts a more teacher-centered approach, and it intends to change to Outcome Based Education and Learner Centered Teaching and Assessment which is a relatively a new concept in the Sri Lankan context.

  1. SCOPE AND COVERAGE OF TRANINING PROGRAM

In order to ensure that all academic staff of the FMSC are familiar with Outcome Based Education and Learner Centered Teaching and Assessment, the AHEAD ELTA/ELSE Faculty DP proposes to obtain the service of an external expert as a consultant. The consultant is expected to

  1. design and develop a training program on Outcome Based Education and Learner Centered Teaching and Assessment for the academic staff of the FMSC, USJ.
  2. conduct the same training program for two groups of academic staff.
    1. Each group will consist of about 65-70 academics
    2. Each training program should run for four consecutive days.
    3. Each day’s program should not be less than eight hours.
    4. Training should be in the form of a workshop with discussions and activities.
    5. Participants should be given an opportunity to clarify the issues pertaining to their respective study programs with the consultant either during or after the training.
  1. MATERIALS DEVELOPED FOR THE COURSE

Soft and hard copies of the materials developed and used for the training should be distributed among the participant of the program.

  1. PAYMENTS AND PAYMENTS CONDITIONS

100% of the total value will be paid after conducting the training program. This payment includes all expenses incurred by the consultant including accommodation and transportation. Normal rules and regulations of Government of Sri Lanka will apply for this assignment as well.

  1. DURATION OF THE CONSULTANCY

The expected duration of the assignment is 8 days (8 hours each day) conducted in two sessions for two groups of academics of the FMSC. Each session will be conducted for four days as shown below:

  1. BUDGET

Designing and Developing a Training Program for the academic staff of the FMSC on OBE-LCT based teaching and assessment – LKR 1,200,000.00 (Approximately US$ 6,400).

  1. QUALIFICATIONS AND EXPERIENCE

The ideal candidate should have a PhD and substantial experience in training university academics in Outcome Based Education and Learner Centered Teaching/Assessment methods, especially in developing countries. This consultancy job is open for Sri Lankans as well as for foreigners.

  1. METHOD OF APPLICATION

  1. APPLICATION AND PARTICULARS:

The Consultancy Procurement Committee on behalf of the University of Sri Jayewardenepura now invites eligible individuals to indicate their interest in providing the services.  Interested individuals must provide information indicating that they are qualified to perform the services along with the work schedule for this consultancy (curriculum vitae with description of experience in similar assignments, and similar conditions, etc.).   Interested individuals  could indicate their interest for the consultancy.

A consultant will be selected in accordance with the procedures set out in the Government of Sri Lanka’s Guidelines on Selection and Employment of Consultants-2007.

Expressions of interest must be delivered with a covering letter addressed to Dr. W.G.S. Kelum, Director, OTS, AHEAD Operation , University of Sri Jayewardenepura, (kelum@sjp.ac.lk) with a copy to Dr. Saman Yapa, Coordinator, ELTA-ELSE Faculty Grant (FMSC) (samanyapa@sjp.ac.lk) on or before 2.30 p.m. of 24th February 2020.
