Request for EOI for Consultancy on Curriculum Development Workshops and Material Development to Incorporate Outcome Based Education-Learner Centered Teaching (OBE-LCT) into the Curriculum

The AHEAD Operation of the University of Sri Jayewardenepura invites Expressions of Interest from interested parties for consultancy on Curriculum Development Workshops and Material Development to Incorporate Outcome Based Education-Learner Centered Teaching (OBE-LCT) into the Curriculum, under the ELTA-ELSE (FAS) Faculty Grant for Faculty of Applied Sciences.

 

1.BACKGROUND:  

Accelerating Higher Education Expansion and Development (AHEAD) focuses on expanding, diversifying, and developing the higher education sector in Sri Lanka to drive economic growth through knowledge-based industrial and service sector activity and on producing graduates of global quality. The AHEAD program will have three result areas and among those the Enriching Learning, Teaching, Assessment, and English Language Skills Enhancement (ELTA-ELSE) DP aim at improving the quality of higher education and has two main components: (a) academic and socio-emotional skills development and (b) enhancement of English language skills. There is also a global trend towards promoting the integration of academic excellence and enhanced socio-emotional skills among university students, so that they are well prepared for the world of work, and for wider social and civic life upon graduation. The ELTA component of the DP seeks to address this issue through the meaningful integration of socio-emotional skills and innovative teaching and assessment methods into the academic programs of the Faculty of Applied Sciences. Elaborating further, this involves the incorporation of Outcome Based Education, Learner Centered Teaching (OBE-LCT) to the existing curriculum. FAS plans to revise their General and Honours degree programs with a blend of OBE-LCT in its existing conventional teaching methods.

The need for a revision is informed by the analysis of the systematic and unstructured feedback and comments received about the curricular from (i) the employability survey and the baseline survey on socio-emotional skills, (ii) the self-scrutiny of the syllabi, teaching and assessment methods, (iii) stakeholders’ comments on USJ graduates, (iv) policy and regulations of the University Grants Commission (UGC), and (v) suggestions made by the Institution Review-2017. The revision process involves workshops (a 1-day workshop and a 2-day residential workshop) on OBE-LCT and material development for each degree program.

The AHEAD ELTA/ELSE project will be implemented over the period of three years (Nov. 2019 -Nov. 2022) and the Faculty of Applied Sciences seeks the selection and employment of a Curriculum Development Consultant for period of six months.

Faculty of Applied Sciences is now considering the selection of a professional and qualified expert consultant who will assess the current curriculum of the all degree programs offered by the 11 departments of the Faculty. (The main degree programs in the faculty: B.Sc. (General) Degree Program, B.Sc. (Hons) Degree Program in Applied Sciences, B.Sc. (Hons) Degree Program in Food Science and Technology, B.Sc. (Hons) Degree Program in Sports Science, and the other B.Sc. (Hons) Degree Programs in each discipline from respective departments. The consultant will also provide a new program curriculum map that is responsive to the need of the local and regional job market and aims at upgrading the skills of the students and qualifying them to meet the needs of the job market, thus, increasing the graduates’ chances of employment.

  1. Main Tasks and Responsibilities
  • Identify the strengths and weaknesses of the current curriculum and suggest a plan for improvement by incorporating OBE LCT and aligned assessment methodologies in alignment with SLQF guidelines
  • Prepare background material for the workshop
  • Conduct sessions in a 2 day workshop to guide the academic staff members of FAS to revise the curriculum, teaching and assessment methodologies, practical training, and internship to align with SLQF guidelines.
  • Prepare a comprehensive report on the conducted activities, findings and outcomes of the workshop
  1. Deliverables
  • Soft and hard copies of the inception report on the strengths and weaknesses of the current curriculum/degree programmes offered by the Faculty of Applied Sciences and the plan for improvement by incorporating OBE LCT and aligned assessment methodologies in alignment with SLQF guidelines
  • Soft and hard copies of the workshop material
  • Soft and hard copies of the report on the summary of activities findings and outcomes of the workshop and future plans
  1. Essential Required Qualifications:
  • At least a PhD from an accredited university
  • At least three (3) years of experience in development, assessment and evaluation of curriculum, teaching, learning and assessment methods;
  • Minimum of 10 years of professional experience in university teaching.
  • Excellent communication and networking skills.
  • Excellent reporting and formal writing skills in both English and Sinhala
  • Strong interpersonal, teamwork and communication skills;
  • Strong analytical and presentation skills
  1. Payments and payments conditions

The schedule of the payments is specified below.

Total allocation for the consultancy is LKR 100,000.00

  • 10% of the total value will be paid after signing the contract and accepting the work schedule
  • 20% of the total value will be paid after submission of the Inception report on the strengths and weaknesses of the current curriculum and the plan for improvement by incorporating OBE LCT and aligned assessment methodologies in alignment with SLQF guidelines
  • 20% of total value will be paid after preparation  of  the workshop material
  • 30% of total value will be paid for planning of the workshop sessions, guiding the proceedings of the workshops  and conducting the two  day workshop 
  • 20% of total will be paid after accepting the summary outcome report  on the activities carried out at the  workshop and future plans

2. Main Tasks and Responsibilities

  • Review the current curriculum  of FAS degree programmes
  • Finalize the prepared background material by the other consultant for the workshop, planning of the workshop sessions, guiding the proceedings of the workshop
  • Conduct a 2-day workshop to guide the academic staff members of FAS  to:
  1. i) Revise/develop course units to incorporate OBE LCT components in alignment with SLQF guidelines and
  2. ii) Revise the assessment methods to align with the OBE LCT component
  • Provide further guidance when necessary to revise the course units to incorporate OBE LCT components and scrutinize  the  course units revised  ( a minimum of 2 per lecturer) ensuring that the necessary changes are in place
  • Compile a document with the revised course unit outlines (including contents) and assessment methodology
  • Prepare a guide to curriculum development/revision which outlines the steps of incorporating components of OBE -LCT and digitally aided teaching, learning and assessment, in compliance with SLQF guidelines

3.Deliverables

  • Soft and hard copies of the review report on the current curriculum  of FAS degree programmes
  • Soft and hard copies of finalized workshop materials
  • Submission of hard and soft versions of the final curriculum revised to incorporatecomponents of OBE LCT and aligned assessment methods
  • Submission of hard and soft copies of a Guide on the principles and guidelines on curriculum development/revision to incorporate components of OBE -LCT and digitally aided teaching, learning and assessment, in compliance with SLQF guidelines in hard and soft versions

4.Essential Required Qualifications:

  • At least PhD from an accredited university
  • At least three (3) years of experience in development, assessment and evaluation of curriculum, teaching, learning and assessment methods
  • Minimum of 10 years of professional experience in university teaching.
  • Excellent communication and networking skills.
  • Excellent reporting and formal writing skills in both English and Sinhala
  • Strong interpersonal, teamwork and communication skills;
  • Strong analytical and presentation skills

5. Payments and payments conditions

The schedule of the payments is specified below.

Total allocation for the consultancy is LKR 300,000.00

  • 10% of the total value will be paid after signing the contract and accepting the work schedule
  • 10% of the total value will be paid after submission of  soft and hard copies of thereview report on the current curriculum  of FAS degree programmes
  • 10% of the total value will be paid after submission of  soft and hard copies of the finalised workshop materials
  • 30% of total value will be paid for planning of the workshop sessions, guiding the proceedings of the workshops  and conducting the two  day workshop 
  • 20% of total value will be paid after submission of the draft and final copies of revised course unit outlines (including contents) and assessment methodology
  • 20% of total value will be paid after submission of hard and soft versions  of a Guide  on  guidelines for  curriculum development/revision to incorporate OBE LCT and assessment methodologies in compliance with SLQF guidelines
